Socialist for President!

Roger Calero, the Socialist Party candidate, was placed on the November 4th Election ballot in at least two states (New Jersey and New York).
This is significant because Roger Calero is ineligible to run for President, seeing as how he was born in Nicaragua. Which begs the question, how did this happen? Who checked to see whether the applicants for the POTUS job were Constitutionally eligible?
